Ribbon has celluloid-covered, hand-lettered card of the employee "John J. Penn." Below in silver lettering with the top two words a little worn is the text "Fifth Annual Meeting/Colored Division/Roanoke, Va. Aug 29, 1936." Mint except for tiny loss of silvering. A unique personal badge certainly issued in a small quantity. Rare.
