It references an incident in a YMCA men's room that resulted in a disorderly conduct arrest of LBJ's top aide and personal friend Walter Jenkins shortly before the 1964 election. Jenkins resigned shortly after the story broke. It has been said by many in the Johnson administration that the loss was nothing short of devastating for Johnson.
